Dr. Julie Heifetz earned a Ph.D. (1990) at University of California Los Angeles in social anthropology and has applied social science principles and methods to solving demanding social problems. Her research and teaching focused on challenges and conflicts for Southeast Asian refugee adolescents and families in the resettlement/acculturation process. Her social action work in Los Angeles City government draws on the body of refugee/immigration literature and lessons learned in US immigrant communities. Dr. Heifetz consults for Winrock International/USAID in Asia and Africa conducting capacity-building training to advance education and economic development. A two-year position in Sri Lanka with Oxfam GB as manager/advisor of Promoting Women's Economic Leadership, was a successful micro-enterprise project empowering poor women coconut farmers. Her nine years in Los Angeles City government included a post at Commission on the Status of Women leading programs in coordination with the City Council and Mayor’s office to impact programs and policies on women and girls (gender-based violence and human trafficking). Contributing anthropological concepts/tools at Hagberg Consulting, she co-created a cultural assessment instrument enabling leaders to create more inclusive organizations. From 2011 to 2016, as Senior Global Manager at International Literacy Association she managed global literacy projects and forwarded evidence-based knowledge to multinationals and grassroots partners and civil society.
