Under the direction of the Project Manager, the Staff Attorney serves youth who are at risk of homelessness or who are experiencing homelessness by collaborating with Los Angeles LGBT Center (Center) staff and volunteers as well as people within the structure of the L.A. County homeless system; by providing legal services that have a trauma-informed perspective, that are culturally responsive, and that have a focus on housing first; and by supervising other staff. ESSENTIAL FUNCTIONS: 1) Collaborate and exchange information within the Center’s Legal Services, the Center and the Community, including within the structure of the L.A. County homeless system, so as to help identify youth who can most benefit from our services; 2) Recruit, train, manage and supervise volunteers to provide direct legal services for homeless youth and to expand access to services; 3) Work with the Project Manager to accomplish the following: Manage a significant client caseload by providing direct legal assistance for homeless youth, including legal consultations, preparation of documents, and court representation where appropriate. All services must have a trauma-informed perspective, be culturally responsive, and promote housing stability. Services include reasonable accommodation requests; addressing eligibility issues for subsidized housing that may focus around legal issues; credit resolution advocacy; criminal record expungement; assistance for victims of crime that access benefits; legal services that will assist clients in resolving housing, income and employment barriers; and benefits advocacy, as allowed. They also include anything that falls under unlawful detainer actions, and preferably at the earliest possible stages prior to the client facing the eviction process; preservation of housing subsidies, which includes working to resolve any issues with the Public Housing Authority or a project-based site where the client might be at risk of losing their subsidy, impacting their ability to pay rent long-term; landlord dispute resolution that centers around legal issues; credit resolution advocacy; criminal record expungement; and employment legal support, including violation of wage rules and discrimination based upon status, as allowed; 4) Develop, sustain and strengthen working relationships with community partners, social services providers, and within the structure of the L.A. County homeless system by doing and supervising outreach, education, community events, and in-service trainings regarding dynamics of LGBTQ youth experiencing homelessness, including sensitivity, same-gender legal issues, trauma-informed legal services, and available resources; 5) Under the supervision of the Project Manager, develop, sustain and strengthen the administrative infrastructure, and provide as well as cross-train staff and supervise volunteers in maintaining strict adherence to conflict-of-interest standards and client confidentiality, including over-the-phone and in-person intake; ensure detailed documentation; help scheduling of attorney consultations, and with the assignment of cases to legal professional volunteers and staff, and referral to appropriate resources; 6) Administrative and operational responsibilities include helping the Project Manager oversee grant compliance, preparing reports, data collection, and identifying and pursuing opportunities for program expansion, including grant writing; 7) Provide crisis intervention and safety planning, when appropriate; 8) Coordinate education/outreach to LGBTQ homeless youth; 9) Develop and update educational materials; 10) In coordination with internal Center resources, develop, sustain and strengthen efforts to utilize media, including advertising, the internet, publications, radio, and television, and help coordinate LGBTQ homeless public policy; 11) Participate in staff meetings, planning meetings and other meetings as needed; 12) Other duties as assigned;
JOB QUALIFICATIONS AND EXPERIENCE: 1) Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people; 2) A passion for the Center’s work and its mission to make the world a better place for LGBTQ people; 3) A member of The California State Bar, and a minimum of one year experience in a non-profit setting of providing trauma-informed direct legal services to LGBTQ youth experiencing homelessness in English and Spanish; 4) Bilingual (English/Spanish fluency) required; 5) Experience in project management, volunteer coordination, coalition building and/or community organizing; 6) Passion and demonstrated commitment to serving the homeless LGBTQ youth population must be as great as passion to be a legal professional; 7) Demonstrated experience in being flexible and collaborating within a bureaucracy; 8) Demonstrated cultural responsivity is a core competency; 9) Demonstrated capacity to provide a welcoming presence to clients experiencing trauma; 10) The ability to work, collaborate, and form lasting partnerships with other organizations and government entities, some of which may not understand the needs of LGBTQ youth clients or the unique role attorneys play in meeting those needs; 11) Prior experience working or volunteering in the LGBTQ community, preferred; 12) Training in survivor/batterer differentiation, preferred; 13) Excellent verbal and written communication skills, including experience in giving presentations and trainings; 14) Excellent computer skills/knowledge including word processing, database operations, and other software systems; 15) Outstanding organization, interpersonal and research skills with a superior attention to detail; 16) Demonstrated ability to manage multiple tasks under pressure in a fast-paced environment; 17) Empathetic in nature, but with excellent boundaries; 18) Access to reliable transportation and the ability to be insured; 19) Flexibility to work evenings and weekends required; 20) Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration statuses, and physical abilities in a multicultural environment.
