The Downtown Women’s Center seeks a full time Resource Navigator, who will be responsible for working closely with Case Managers to connect clients to financial and legal resources, and will also work closely with the Enrichment and Education Coordinators to support clients in meeting educational and/or occupational goals. This position is part of an interdisciplinary team and provides innovative services that are at the forefront of homeless services. This position is a member of the Community Based Housing department and reports directly to the Community Based Housing Program Manager.

Essential Functions

  1. Assist clients with obtaining income and/or establishing benefits.
  2. Assist clients with completion and submission of applications for health insurance benefits, disability benefits, Supplemental Security Income, Supplemental Security Disability Income, unemployment, general relief, and other sources of financial assistance
  3. Provide advocacy on behalf of clients, as appropriate.
  4. Assist clients with budgeting and money management.
  5. Assist clients with overcoming bad credit, no credit, and/or eviction histories, arranging for representative payees, as needed.
  6. Assist clients with monitoring any legal issues and making appropriate referrals to overcome any barriers to accessing and maintaining permanent housing and supportive services.
  7. Assist client’s with obtaining immigration support services, legal resources, and educating clients on their rights.
  8. Utilize evidence based practices in service delivery such as intensive case management, Motivational Interviewing, Harm Reduction, Critical Time Intervention, and Housing First practices.
  9. Maintain accurate and timely records of activities and services provided to each client using HMIS/Clarity.
  10. Participate in community meetings pertaining to services benefitting clients, and serve as a representative of DWC at community events.
  11. Provide regular, written reports to the Community Based Housing Program Manager and the Director of Community Based Housing and additional reports as assigned.
  12. Stays abreast of new trends and innovations in the areas of financial and legal resources.
  13. Other duties as assigned to support the mission of the organization.

Required Education and Experience

  1. Bachelor’s degree in social work or related field.
  2. Experience as a case manager or similar position and knowledge of community resources required

Required Knowledge/Skills/Position Qualifications

  1. Knowledge or experience in connecting clients to health insurance
  2. Knowledge or experience in connecting clients to unemployment, supplemental social security, general relief etc.
  3. Knowledge or experience in connecting clients to legal resources, preferred.
  4. Knowledge or experience in connecting clients to immigration support, preferred.
  5. Knowledge or experience working with clients experiencing homelessness, preferred.
  6. Knowledge or experience working with the older adult population, preferred.
  7. Knowledge or experience with budgeting and money management, preferred.
  8. Ability to effectively establish and maintain relationships with community partners.
  9. Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with effective record keeping.
  10. Ability to problem-solve and navigate complex systems; must possess effective negotiation and conflict resolution skills.
  11. Excellent active listening and crisis intervention skills with ability to exercise and model good judgment.
  12. Strong interpersonal, written and oral communication skills; proven ability to communicate with diverse audiences.
  13. Ability to work independently and/or with minimal supervision, prioritize, and problem solve. Critical thinking ability and good judgment
  14. Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) and HMIS required.
  15. Valid California state driver’s license, insurance, and use of a reliable vehicle required.
  16. Bilingual English and Spanish preferred.



    This is a full-time non-exempt position. Office hours are 8:30am to 5:00pm, with flexibility to work evenings and weekends as needed and is eligible for DWC’s comprehensive benefits package that includes training, paid time off, and medical, vision, dental, parking and transportation benefits.
