Job Description


Under the supervision of the Quality Improvement (QI) Director, the Housing Research and Evaluation Specialist will play an essential role in monitoring compliance with all housing program contracts, including auditing program participant charts and other documentation to ensure consistency, accountability and internal responsibility. This position will also support housing programs by taking the lead in drafting proposals in response to funding opportunities aimed at supporting St. Anne’s housing services. The Housing Research and Evaluation Specialist will also provide support in the implementation of the agency-wide Continuous Quality Improvement (CQI) Plan.


Housing Division Contracts ––Compliance

  1. Serve as agency “expert” on expectations, requirements, etc. for all Housing Division contracts and regulations, including but not limited to Department of Children and Family Services (DCFS), Los Angeles Homeless Services Authority (LAHSA), and Community Development Commission/Housing Authority of County of Los Angeles (CDC/HACLA).
  2. Perform ongoing needs assessment to identify staff and intern training needs.
  3. Responsible for the maintenance of records, documents, and correspondence related to Housing Division contracts.
  4. Deliver training related to providing high quality documentation of services in housing programs.
  5. Perform monthly case record review to manage risk and monitor for quality.
  6. Complete monthly reports summarizing results of completed case record reviews and risk assessment.
  7. Represent St. Anne’s in contract related meetings, such as Department of Children and Family Services (DCFS) and Los Angeles Homeless Services Authority (LAHSA), and other meetings relevant to the contract.
  8. Stay current on housing contract policies and bulletins; review and summarize new requirements to determine agency and program implications; deliver training as necessary and appropriate.
  9. In coordination with housing leadership staff, lead the development of funding proposals in order to enhance fiscal sustainability of housing programs, and ensure continued high quality service delivery to all housing program participants.
  10. Maintain regular and consistent attendance.
  11. Maintain confidentiality as required by St. Anne’s, licensing, HIPAA, and other regulatory agencies.


Continuous Quality Improvement (CQI) Support

  1. Monitor housing program outcomes and performance data; communicate outcomes to key stakeholders, facilitate department meetings to review relevant outcomes and develop any necessary plans for improvement.
  2. Support agency benchmarking efforts by collecting, submitting, analyzing, and distributing reports.
  3. Participate in agency-wide internal Safety and Help Line in collaboration with Quality Assurance staff.
  4. Provide support in agency accreditation efforts through the Council on Accreditation, including the development of task plans, gathering documentation, and preparing for the accreditation site visit.
  5. Promote a culture that values service quality by creating an atmosphere of enthusiasm and energetic commitment.


  1. Master Degree in social work or other relevant field preferred not required.
  2. Strong organizational, interpersonal and verbal/written communication skills.  Bilingual and bicultural English/Spanish a plus.
  3. Excellent writing skills, specifically around preparing proposals & grant applications.
  4. Computer literate with working knowledge of Microsoft Office including Excel, PowerPoint and Publisher.
  5. Previous data entry experience.
  6. Class 3 driver’s license, automobile, and evidence of automobile liability insurance.
  7. Ability to receive and implement constructive feedback.
