The California Immigrant Policy Center (CIPC) is a non-partisan, non-profit statewide organization founded in response to the 1996 passage of federal immigrant and welfare laws that profoundly affected immigrants. CIPC helps to develop and support pro-immigrant public policy that aims at improving the quality of life for all Californians. CIPC also provides technical assistance, training and education on immigrant issues.
CIPC brought together the California Protecting Immigrant Families (CA PIF) Coalition to serve as a state counterpart to the national Protecting Immigrant Families (PIF) Coalition. PIF was convened by the National Immigration Law Center (NILC) and the Center for Law and Social Policy (CLASP) in 2017 in response to federal threats to immigrant access to public assistance. The primary focus of the national campaign has been advocacy to oppose a proposed regulation that would redefine “public charge” so that only those with substantial incomes or resources would qualify for entry or adjustment of status. CIPC is a member of the steering committee of the national PIF campaign and has convened CA PIF, a coalition of advocates working on this issue at the state and local level in CA, since early 2018.
With an immediate focus on the CA PIF Coalition and the Public Charge issue, the Policy Coordinator/Analyst, will support the work under CIPC’s Health and Public Benefits portfolio. He/She/They will lead the CA PIF Coalition and manage the ongoing work of the campaign within California. As part of this work, this position will drive the strategy for stakeholders across the state and coordinate and align their work on various components of public charge outreach and advocacy.
This position is directly supported by a Senior Policy Manager dedicated to the Health and Public Benefits issues.
Travel to CIPC’s offices and throughout California is necessary.
Statewide Strategy for Public Charge Advocacy
- Conduct regular scans and analyses of the policy landscape, needs at the community level, and existing advocacy efforts at all levels related to public charge in CA
- Develop the appropriate communications and/or advocacy strategy in coordination with the appropriate partners/stakeholders
- On state-level legislative, budget, and administrative advocacy: work closely with CIPC’s Government Affairs Department and the CA PIF Legislative Working Group to support strategy development
Coordination of CA PIF
- Curate and communicate the aforementioned strategy to CA PIF through emails, one on one correspondence with coalition members, and scheduling and facilitating coalition-wide calls
- For CA PIF calls: set the agenda, identify speakers, and lead discussion based on what is relevant at the time. Ensure agenda, calendar invite, notes, and follow-up items are shared out to coalition before/after calls.
- Be a timely and responsive source of information, policy & political updates, and materials/resources (both CA & national) on public charge and the PIF campaign as requested by coalition members
- Play a lead role in the planning and execution of the CA PIF in-person convening
Representative to national PIF
- Participate in calls and activities of the PIF Working Groups:
- Policy/Legal Working Group
- Federal Advocacy Working Group
- Communications Working Group
- Field Education & Mobilization Working Group
- Relay relevant information to CA PIF and engage coalition members in activities of the national campaign at large and the various working groups
- Work with both community-based organizations, County government, and local elected offices to monitor impact and assess needs of impacted community
- With local partners, develop appropriate advocacy strategy at local level
- Relay local needs and gaps to CIPC Government Affairs Department and CA PIF Legislative Working Group and support development of relevant advocacy at the state level (legislative, budget, administrative) to respond to “on the ground” issues
- Provide technical assistance on public charge to stakeholders throughout CA, including presentation requests
Outreach & Education
- On an ongoing basis, curate the most updated, accurate, effective information & messages and guidance for impacted community
- Coordinate and support CA PIF partners' outreach & education efforts both directly for community members as well as front-line service providers, government agency staff, and other community-based stakeholders

- Minimum of two years (more if applying for the Analyst position) of experience in health, public benefits access law or policy and/or immigrant rights
- Ability to speak publicly about complex policy issues and power dynamics
- Excellent writing and oral communication skills
- Collaborative spirit with other CIPC teams and external partners
- Advanced degree in Public Health, Policy Administration and/or Health-related research, preferred
- Ability to develop or review outreach materials and conduct outreach in Spanish, preferred
- Ability to facilitate and engage broad coalitions and experience working with diverse communities and audiences preferred
- Ability to drive long distances including on freeways.
Salary commensurate with experience.
