Reporting to the vice president, education and immigration, the senior program officer is responsible for grant making, project management, community engagement, catalytic capital investment and strategic convening activities related to California Community Foundation’s (CCF’s) Early Care and Education (ECE) and K-12 program areas. This position requires experience and leadership skills which will enable CCF to carry out its work in an effective, fair, and thoughtful manner. Major Responsibilities: ·        Strategy Development, Program Design and Management -  With the VP develops and implement goals, activities and overall strategy for the foundation's Early Care and Education (ECE) and K-12 activities, as well as alignments with youth development and postsecondary transitions and success. Key projects in development will include: o  Identifying, developing and implementing grant making strategies to close opportunity, college readiness and college completion gaps for the most vulnerable youth. o  Working closely with grantees and community partners to develop learning networks, coalitions and community power building strategies. o  Developing and managing public private partnerships and large-scale government grants. Community Outreach and Policy Advocacy : Through grant making and convening, works to support public policy analysis, advocacy and community organizing. Works with key business, philanthropic, community and government stakeholders to facilitate the development of public policy through research, coalition building, convening, grant making and capacity building. Monitors local, state and national policies and initiatives related to education issues and makes recommendations regarding policy positions. Develops and creates strategic partnerships.  Assumes leadership roles in professional networks and collaborations related to CCF’s priority issues and philanthropic activities. Represents CCF and provides information about the initiatives and CCF at community events and meetings with foundation partners, constituencies, and stakeholder groups. With the program manager and/or associate, works directly with grantseekers to provide clarification of CCF priorities, direction regarding application procedures, and feedback on proposals. ·        Convening : Strategically convenes stakeholders to develop and accomplish a shared agenda that moves work towards CCF’s goals. Plans and coordinates meetings with stakeholders and uses opportunities to engage CCF donors, grantees, staff, board and community. Develops CCF’s brand as a cross-sector convener. ·        Portfolio Management:  Manages the overall grant making strategy, goals and activities in the Early Care and Education (ECE) and K-12 program portfolio. Reviews, analyzes and makes recommendations on grant proposals. Monitors grant investments and maintain ongoing communications with grantees. Works to strengthen organizational capacity of grantees and sector. Research and Special Projects:  Conducts and monitors research on Early Care and Education (ECE) and K-12 program issues and other issues of importance to CCF. Uses research process and products to guide strategies and inform advocacy partners. Builds on research projects to identify systems change issues and solutions related to educational improvement. Ensures that research is disseminated and presented to appropriate stakeholders. Designs, manages and facilitates special projects for CCF, ensuring a thoughtful and reasonable process, timely preparation and coordination of key activities and materials for review panels, advisory committees, and CCF’s Board of Directors. Resource Development : Identifies and pursues opportunities to bring in funding partners, prepares grant proposals and project reports, as appropriate. Develops and maintain relationships with local and national funders and promote opportunities for funders to partner with CCF initiatives. Communications : Drafts internal materials such as briefing memos and external materials such as reports to funders and partners. Prepares and delivers presentations both internally and externally. Participates as a member of related committees, teams, coalitions and working groups. Collaboration : Proactively seeks and identifies inter-departmental activities to engage in that advance CCF priorities through collaborative grant making, convening, or public policy advocacy. Donor Relations : Leads project working teams and collaborates with Development, Donor Relations and Communications staff to strategize on messaging, fund development and impact analysis for discretionary funds. Prepares information for donors and/or meets with donors to refine their giving preferences. May also staff one-time, periodic or ongoing grantmaking processes associated with donor-advised funds and supporting organizations. Project Management, Delegation and Supervision : In collaboration with VP and others in department, delegates projects to and assists in the supervision of program team members to manage and accomplish the work of the department and the foundation in an efficient and effectively planned manner. Ensures that foundation databases are accurate, updated in a timely manner and are effectively utilized. Manages workload to ensure sufficient time is allotted to knowledge acquisition and to achieve mastery of department processes and technology. Internal Integration of Work : Identifies opportunities for and integrates the functions and skills of civic engagement, marketing and communications and development and donor relations into their grantmaking to increase focus on systemic change. Engages with internal and external resources to secure necessary competencies. Coordinates work between departments and with external vendors, as necessary. Identifies and pursues opportunities for internal integration of work across functions and departments to make connections and leverage the strengths and efforts of CCF.  General : As appropriate, assists other departments and works as a member of interdepartmental teams to ensure the effective and efficient operations of CCF. At all times, demonstrates cooperative behavior with supervisors and coworkers. Serves on national and local non-profit or association boards. Other duties as assigned, dependent on organizational needs and employee skills. Technical Knowledge : Demonstrated analytical capabilities and substantive knowledge of best practices in fields of interest to the foundation, including teaching & learning, school governance & accountability, student development,  non-profit finance, public policy and legislative process, public and private funding streams related to the foundation’s domains of work, and a working understanding of outcome measures and evaluation methodologies aimed at assessing program effectiveness. Community Knowledge : Knowledge of the Los Angeles County public education and nonprofit community, familiarity with the geography and diverse neighborhoods throughout the region, and experience in working effectively with diverse and broad-based community constituencies. Convening and Facilitation Skills : Able to facilitate meetings and group processes for the purposes of fact-finding, decision-making, peer learning and problem solving. Fundraising Skills : Working knowledge of raising funds from individual donors, foundations and/or the public sector. Communication Skills : Excellent writing skills with the ability to write clear, concise analyses and narratives. Ability to prepare and give presentations, and to comfortably interact with diverse audiences including donors, Board members, civic leaders and nonprofit and community groups. Bi- or multilingual competency desired.  Leadership Skills : Ability to make well-reasoned decisions in the best interests of the organization for the present and future, and the ability to work collaboratively and effectively with individuals of diverse backgrounds. Good meeting management skills and understanding of political processes. Reception Desk Coverage : Acts as first point of contact and ensures a professional and positive first impression is projected to all visitors and staff by maintaining a calm, modulated and pleasant speaking voice and greeting everyone with a smile.  Greets all callers and visitors to CCF in a courteous, efficient manner. Maintains a consistently high standard of professional business attire and attitude.   Immediately acknowledges all visitors entering the reception area Quickly and efficiently transfers callers to appropriate staff, without attempting to give advice or responding to inquiries better handled by appropriate department staff.  Validates parking as instructed and keeps a log by department of validations used. Forwards calls from employees who indicate that they will be late or absent to supervisors or other staff members as appropriate. Sends daily email to staff regarding these calls. Maintains utmost confidentiality of confidential information divulged by employees during these calls or emails.  Responsible for set up and maintenance of reception desk phone and messaging. Updates and emails CCF phone directory to all staff as needed.  Reviews and triages incoming email to info@calfund.org, then forwards to appropriate teams or staff members. In conjunction with office administrator, trains other employees to provide reception relief on rotating basis as needed.  At all times, between the hours of 8:30 a.m. and 5:00 p.m., unless relieved by another staff member, remains within the reception area to perform these duties.  Office Opening : Between 8:00 a.m. and 8:30 a.m. delivers newspapers, turns on lights and equipment and performs other tasks related to opening the office. Monitors cleanliness and functionality of the office space. Prints and posts menus, calendars and other documentation for the following week in conference rooms and kitchens. Organizes and maintains supplies inside the conference rooms. Organizes and maintains the president’s hospitality area and the CCF kitchens.  Mail Management : Collects, sorts and distributes all incoming mail to staff as addressed or designated by the Director of Human Resources and Administration. Complies with special procedures as outlined. Check and Invoice Processing : On a daily basis, enters all incoming checks into the Raiser’s Edge database, prints a validation report and delivers checks and report to Finance department.  Receiving : Receives deliveries and immediately records their receipt into a log.  Immediately secures checks or other valuable papers until picked-up. Ensures staff or a department assistant accepts responsibility for, picks-up and signs for receipt of every delivery on a daily basis. Facilities : Serves as a point of contact for staff and building management for the safety and operations of CCF’s office suite.  Communications Support :   Provides support as assigned on projects for the marketing and communications team. General : As appropriate, assists other departments and works as a member of interdepartmental teams to ensure the effective and efficient operations of CCF. At all times, demonstrates cooperative behavior with supervisors and coworkers. Assists with mailings and other projects from the Reception desk, as time permits. Other duties as assigned, dependent on organizational needs and employee skills. Reporting to the Senior Program Officer, Education, the Program Manager, Education Research and Special Projects manages the research, evaluation, and data elements of the California Community Foundation’s education team, focusing especially on the public/private partnership with the Los Angeles County Probation Department. This position manages CCF’s relationship with the evaluator for the public/private partnership by setting and maintaining contractual requirements – such as reporting and data proficiency services – provided by the evaluator. This position also provides internal data analysis and research services for the education team more generally, which includes Early Care and Education, K-12, and Postsecondary Transitions and Success focus areas. In addition, this position will support other education initiatives related to the education team’s grantmaking and convening activities. This is a project-based position. The term of the position is minimum one year, potential for up to 3 years—contingent upon continued project funding. Major Responsibilities: ·        Manage Research, Evaluation, and Data for Public/Private Partnership : Manage CCF’s relationship with the evaluator for the public/private partnership. Sets expectations for reporting, grantee technical assistance, and data submission for P/PP evaluator. Compile and share research from youth development and juvenile justice diversion work to share with project partners and evaluator. Duties include: o  Set expectations for key duties, address questions o  Facilitate collaboration between evaluator and lead capacity-builder o  Monitor progress for completion of key duties, notably: o  Quarterly reports o  Coaching grant recipients, facilitating data proficiency exercises ·        Support P/PP Administration : Assist grant review process.
