Responsible for the provision of Patient Financial Services, ensuring a strategy and vision for these services that support the Palomar Health Strategic Plan. The Director of PFS interacts frequently with staff and leadership of the revenue cycle teams throughout the organization including, but not limited to, Denials Management, Contract Management, Underpayment Review, Utilization/Case Management, Coding, Clinical Documentation Improvement, Patient Access, Charge Capture, Revenue Cycle Applications, and Information Technology Services. The PFS Director needs to have the ability to inspire the staff with commitment to their growth and development, create a learning environment, foster teamwork, and lead through change. Responsibilities include assessing, planning, implementing and evaluating all aspects of patient financial services functions and a level of customer service that strives to exceed internal and external customer expectations. Practices excellent employee relations and attention to employee needs. Develops and mentors a high performing management team for all areas of responsibility. Ensures financial viability by managing both applicable revenue and expenses with attention to supply cost utilization and a high level of productivity in cost centers under direct control. Responsible for the efficiency and effectiveness of all patient accounting processes. Key stakeholder in Revenue Optimization Council (ROC) at Palomar Health and therefore is responsible for all the revenue cycle related processes for Patient Financial Services. Responsible for the Pre-Billing Support Services, Billing Services, Reimbursement/Insurance Follow Up/Collections Services, Customer Service (Self Pay Collections), Cash Management. Working with other ROC directors on Denials Management and Underpayments. Responsible for the success of the following key indicators recognized with Palomar Health revenue cycle: Unbilled Receivables, In House AR, # of days discharged to billed, electronic claims validation percentage, failed claims percentage, collections as a % of Net Patient Revenue, # of accounts in AR, # of re-bills, % of re-bills, Net AR Days, AR over 90, 120, 180. Responsible for the management, coordination, planning and evaluation of the functions and activities throughout the organization related to patient billing & collections. Responsible for direct supervision of the PFS managers and assists with oversight and direction of the supervision for the budgeted employees within this department. Ensure that all Billing and Collection processes are in compliance with regulatory guidelines and industry best practices with sound financial management. Stay current all on new and changed regulatory requirements. Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, Powerpoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.
Bachelor's Degree in Business Related field, Healthcare Administration, related field
Masters Degree with emphasis in Business or Healthcare Management
4+ years experience in a hospital, managed care insurance or healthcare related field. 5+ years of management experience. Experience with patient account management.
7+ years experience in hospital, health system or healthcare related field
Valid Driver's License
